Helping people secure and sustain housing across Norfolk

SHPS is a partnership of expert organisations in housing and homelessness aiming to make this a reality

About us

Our aim is for everyone to have access to safe and suitable accommodation

Sustainable Housing Partnership Service (SHPS) is a collaboration of services working jointly with the District Councils to reduce homelessness in Norfolk.

Working in partnership we will assist households to sustain an existing tenancy or secure new accommodation, offering up to 8 months tenancy support. The service is commissioned by Norfolk County Council and supported through DCMS Life Chances Fund (LCF) and Bridges Outcomes Partnership (BOP).

Bridges Outcomes Partnerships (BOP) is a not-for-profit social enterprise working with Government, community groups and specialist partners to create more collaborative, more flexible services that support people to improve their lives.

BOP currently operate a number of social impact bonds focused on homelessness and have experience in supporting people into sustainable long-term housing

Norfolk County Council works closely with key agencies, partners and local communities towards the strategic aim of ‘No homelessness in Norfolk’

Life Chances Fund (LCF) 

£80 million was committed by central government to provide contributions to outcome payments by results contracts which involve socially minded investors with the aim of tackling complex social problems

Our service

The SHPS Norfolk service operates across six of the District areas in Norfolk (Breckland, North Norfolk, Great Yarmouth, South Norfolk, Broadland, Kings Lynn and West Norfolk).

Anyone who approaches the Local Authority for housing advice can be referred to SHPS for support with their housing needs in line with the objectives of the Homelessness Reduction Act 2017. You will be allocated a case worker who will develop a Personalised Housing Plan (PHP) with you, the aim of the actions on the PHP is to prevent or relieve homelessness. We take a person-centred approach, tailoring support to the needs of each individual.

Once homelessness has been prevented or relieved, your SHPS case worker will check in monthly to see how things are going and provide additional support where needed.

The Benjamin Foundation

For over 25 years’ children, young people and families across Norfolk and Suffolk have been supported by The Benjamin Foundation to overcome big challenges in their lives. 

​

Each night we accommodate 100 vulnerable young people, equating to over 40,000 safe nights’ sleep a year for local young people. They can finally feel safe from youth homelessness. We are proud to be the regional partner for the End Youth Homelessness campaign. 

​

The Benjamin Foundation are deeply connected to the local community, employing over 220 people in Norfolk and Suffolk.

Evolve East Anglia CIC

A not-for-profit organisation primarily focused on supporting vulnerable adults with mental health needs. Evolve provides housing advice and homelessness support, supported living, alternative to admission placements, outreach support and social work assessment services in Norfolk.

We believe that the people who use our services should play an integral part in the development of those services and that as an organisation we should judge our own success by the success of our service users.

Great Yarmouth Borough Council

Great Yarmouth council is a stock holding authority owning around 5,800 homes, with approximately 400 vacancies a year. The Borough of Great Yarmouth is a diverse coastal area with a growing population, the council strives to reduce homeless, offering a range of services for people in their community.
